Yes.  The collection of a fee is authorized by the California Civil Code.  The fee, originally set at $30 per applicant, adjusts annually by the CPI.  The current authorized amount as adjusted is slightly over $35.  However, to collect the fee you must provide the applicant a receipt, along with certain disclosures.
